Cities are at the center of the climate challenge, yet face significant barriers in accessing the scale of finance needed for low-carbon and climate-resilient development. Mobilising private capital will be critical to closing this gap, particularly in emerging markets where constraints such as weak credit profiles and underdeveloped financial markets persist.

This webinar marks the launch of CCFLA’s new report, Exploring Guarantees for Resilient and Low-Carbon Cities, which examines how guarantees can help de-risk urban investments and unlock private finance. Drawing on analysis of 34 guarantee programs, the report highlights key barriers and offers practical recommendations to improve the design, scalability, and effectiveness of these instruments.
