NDC 3.0 in Practice: Turning Commitments into Climate Action
Background
COP30 in Belém (10–21 November 2025) is a critical milestone for NDC 3.0 submissions — the next generation of Nationally Determined Contributions. These must reflect the Global Stocktake (GST), set 2035 targets, and integrate adaptation, finance, and just transition.
Eastern Europe, the South Caucasus, and Central Asia face shared challenges:
- Conflict and post-conflict recovery
- Energy transition from Soviet-era systems
- EU integration pathways (Ukraine, Moldova)
- Vulnerability to climate impacts (droughts in Central Asia, floods in the Black Sea region)
This regional hybrid side event, hosted in Ukraine’s Pavilion, will bring together Azerbaijan, Georgia, Kazakhstan, Moldova, Sweden, and Ukraine to exchange concrete experiences in developing NDC 3.0 under complex geopolitical and economic conditions.
The session will:
- Showcase national modeling approaches
- Highlight innovative stakeholder engagement
- Address common barriers
- Explore international cooperation mechanisms
Objectives
- Facilitate exchange of experiences on NDC 3.0 design in conflict-affected and economic transition contexts
- Present best practices for 2035 target-setting
- Identify shared challenges and explore international solutions
- Strengthen regional cooperation under the UNFCCC
